PM issues directive on planning land use to 2020

The  PM has issued a directive adjusting the plan on land use to 2020 and devising a national land use plan for the 2016-2020 period.

The directive stated that according to the 2013 Land Law, the adjustments to the land use plan to 2020 and the development of the 2016-2020 land use plan should be completed in 2015 to meet requirements in socio-economic development, national defence and security, ensuring effectiveness in extracting appropriately natural resources, protecting the environment and adapting to climate change and sea level rise.
 
Ministries, agencies and provincial and municipal People’s Committees of centrally-governed provinces and cities should be involved resolutely in the work, it stated.
 
To realize the above-mentioned tasks, the PM  asked the Ministry of Natural Resources and Environment (MONRE), other ministries, relevant agencies and People’s Committees of centrally-governed provinces and cities to focus on the work, reviewing and understanding land use demand, suggesting projects with land use demand in the 2016-2020 period and reporting to the MONRE prior to May 30.
 
The PM assigned the Ministry of Planning and Investment to make a forecast on the country’s socio-economic development in the 2016-2020 period, making it easier for adjustments to the land use plan to 2020 and the national land use plan for the 2016-2020 period; review the planning of industrial zones, golf courses, costal and border economic zones to 2020; and suggest a list of projects using land in the 2016-2020 period managed by the ministry.
 
The Ministry of Agriculture and Rural Development was asked to review forest and agricultural development planning, suggest a list of projects using land in the 2016-2020 period managed by the ministry, as well as adjust the area for rice planting at provincial administrative level.
 
The Ministry of Construction was assigned to review the master plan on developing the country’s urban system to 2020 and plans on developing urban areas, hi-tech parks, economic and processing zones nationwide to 2020 and other projects related to land use while suggesting a list of projects using land under its management in the 2016-2020 period.
 
The PM also required the Ministry of Transportation to review the plan on developing the country’s transportation to 2020, other programs and projects related to land use and suggest a list of projects using land in the 2016-2020 period under the ministry’s management at provincial administrative level.
 
The MONRE was assigned to make adjustments to the land use plan to 2020, devise a land use plan for the 2016-2020 period and establish a central steering committee on adjusting the land use plan to 2020 and devising the 2016-2020 land use plan, which is headed by Minister Nguyen Minh Quang.
 
The adjustments and the plan construction was required to be submitted to the Government in July before going to the National Assembly's October session.
 
The People’s Committees of centrally-governed provinces and cities urged the district People’s Committees to review the land use situation in the 2011-2015 period and evaluate land use demand in the 2016-2020 in their localities.
 
They were also required to adjust their land use plan to 2020 and for the 2016-2020 period after adjustments to the national master plan on land use are approved by the NA.
